a. Whose household income does not exceed eighty thousand pounds £80,000 per annum b. Who has no other interest legally or equitably in other property including via trust c. Who can supply evidence from an Independent Financial Advisor that he/she/they are unable to afford a suitably sized market property in the district of Babergh District d.
